ASC COMMISSION MATTERS

ASC Vision

The vision for the ASC itself remains work in progress. Consultants have been retained and briefed to commence the process in 2009 with a strategy workshop with stakeholders on 25 July.  It is planned that the ASC vision will flow from this workshop clearly defining the objects and purpose of the ASC within the context of the Diocesan Governance Canon.

The Diocesan Governance Canon lists the objects, authority and powers of the ASC. The vision for the ASC reflects a shared understanding and a shared ownership amongst all stakeholders, of those ASC objects, authority and powers. While it will accurately reflect those statements from the Canon, a "shared vision" promotes successful and effective outcomes over the potential for competing opinions and interpretations of those same statements.

The medium to longer term outcomes from this project will include a governance and operational framework to support the service delivery model for the ASC and to develop a cost allocation model which supports the objectives of the Diocese and remains equitable across member schools.

The tasks will be complex given the need to accommodate the ASC's dual purposes of policy research and development (including monitoring) on behalf of the Diocese and the provision of shared and/or targeted services on behalf of schools. The project has experienced some initial delays to ensure that maximum stakeholder participation can be adequately accommodated.

Chaplains

A consultant (Reverend Paul Bland) has been engaged to draft a report on "Ministry Models for Schools" building on the 2008 papers prepared by the ASC. The report highlights an unmet demand for School Chaplains and explores options for forward strategies that will respond to that demand and increase numbers of School Chaplains.

Nicholson Report Recommendations

Work is well underway in the areas of:

Reporting Requirements:
Quarterly reporting has commenced for the March 2009 quarter with an initial focus on financial aspects. Enrolment and development (capital works) indicators will be introduced as the reporting progresses through 2009 and 2010.

Generic Constitutions: Existing draft documentation on this project is being reviewed and refined by an expert working group from existing school council members for a further round of consultations with stakeholders.

School Covenants:
Drafts have been prepared for Hillbrook and the SSA schools. Further development of the covenants will attempt to increase commonality with some preference expressed for the Hillbrook version.

2010 Conference

The 2010 conference will return to the Sunshine Coast with the chosen venue being the Novotel Twin Waters Resort. It will be held from Thursday 13 May 2010 to Saturday 15 May 2010.

Given the cost of the conference and the current concerns with school funding, it has been decided to focus the conference on our own resources and leadership. The committee is billing the conference as: For Schools by Schools.

The conference theme has been selected to reflect the commitment made this year to focus on ministry within schools considered in its widest sense. The title is "Authentic Schools - Living our Faith in an Anglican Learning Community"
.

Another change from the 2008 conference will be the commitment to provide parallel streams of activities for school leaders, for carers and for business managers/governors. In this way, it is hoped to make the conference directly related to professional practice. The program will include a commitment to Bible study to support the theme of the conference. Archbishop Phillip Aspinall has agreed to develop three studies on images of the people of God used by the New Testament writers. These Bible studies will be linked to the worship each day of the conference.

There will be three keynote speakers/sessions:

Session 1: A Reflection on Authenticity - A school principal, a former student and a parent will consider the meaning of authenticity in their experience of Anglican schools in the diocese.

Session 2: A Reflection on Practice: - Mr Phillip Health, Head of St Andrew's Cathedral School [Sydney] will reflect on the conference theme.

Session 3: A Reflection on Leadership - A reflection on the conference theme as it relates to schools and the mission of the church.

Delegations Manual

The General Manager has provided the Acting Executive Director with a revised draft of the Delegations Manual. This has been edited to display how the ASC and Diocesan Owned Schools might "look" against the work in progress of the General Manager.  The completed work has been returned to the General Manager with some suggested amendments.

A response to those suggested amendments is yet to be made.

2009 Heads Retreat

The annual Retreat for the Heads of Anglican schools in the Diocese was held at Tranquil Park, Maleny from Wednesday 11 March until Friday 13 March. Heads from seventeen schools attended for all or part of the program, including one Head from Whitsunday Anglican School in the Diocese of North Queensland. The Retreat was conducted by Bishop Geoff Smith and Reverend Paul Bland (Projects) from the ASC. The theme of the Retreat was in keeping with the commitment of the ASC to focus on the key idea of Ministry in Schools at every opportunity this year.  The sessions taken by Bishop Geoff addressed this idea directly; the sessions conducted by Fr Paul put the focus on reflecting on ministry within the role of the Head. There were many very positive features of the program, however, and with some tweaking, a similar Retreat could be offered next year.  One positive suggestion was a similar activity with a spiritual focus should be offered to senior staff in schools who are considering promotion to Headship. A possible date in the 2010 Easter holidays was suggested for this.

2009 Synod

The ASC is sponsoring a vision statement for Anglican Schools in the Diocese of Brisbane. Extensive stakeholder conversations have occurred in developing and refining that vision which will be presented to the 2009 Synod in June.

These works flows from the first recommendation of the Nicholson Report (December 2007) and in three parts provides the link for the work of Anglican Schools as church (in its distinctive and varied forms) and to the marks of mission of the Diocese as part of the Anglican Communion.

Those three parts are:

1)         Why should the Diocese be involved in schools?
2)         In practice what does the Diocese want those schools to do?
3)         What can the Diocese (and the ASC) do to support its schools?

IR Status - Consolidated Agreement

The Consolidated Agreement for member schools has been endorsed and forwarded to the Workplace Authority (WA) for approval to commence the agreement registration process. Some clarification has been requested by the WA on the governance and funding framework for the member schools.

There is some risk that the WA may not approve of the agreement.

The agreement is operating in "good faith". The Heads Advisory Committee and the IR committee have already reviewed options and strategies for the various outcomes expected from the WA.

ASC SECRETARIAT

On the 16th April the ASC held a high tea at the Marriott in Brisbane, for the Personal Assistants to the Heads of Schools within the Brisbane Diocese.   This was a wonderful opportunity to thank the entire hard-working team of ladies and provide an opportunity to network and share a common bond.  The ladies met at St Martin's House, starting with a tour of the ASC office, followed by a walk through St John's Cathedral before making our way down to the venue.  Each received a small gift from the ASC as a special token of our appreciation.

The event was so well received by the ladies that the ASC plan to run the high tea annually and there is further talk of having another event towards the end of the year for Christmas.  The ASC wishes to thank all the ladies who travelled from far and wide to attend the event and we also would like to thank Donna Drakeford, who organised the fabulous day.
